Player Pass Update (May 5)

Under 10 Girls, QT Kickers.  This team does not have all its player passes.  The coach should have a roster approved by the local registrar.  Check available passes, and use the roster to confirm remaining players.

 

Glenwood.  Still waiting for player passes from Iowa.  Allow all players to participate in games.

 

All Other Teams.  All other teams should have player passes.  If a player does not have a pass, record that player's name and submit an online game report.  I will then use that report to confirm the player's eligibility with the CBYSA registrar.  Players with passes must have the passes laminated, signed, and have a picture.  If either of these is missing, the player cannot participate in the game.

 

 

24th Street Construction (March 26)

For the next several weeks there will be construction going on near the 24th Street overpass at Interstate 29/80 close to the soccer complex. Currently, northbound traffic south of the overpass is limited to one lane. The city has said southbound traffic may soon be limited as well. Referees should plan on leaving early for their games and/or consider using an alternate route to get to the complex. Traffic around the complex may also be congested after games are completed, and delays should be expected. Plan accordingly!

 

 

On-Line Game Report (March 21)

We have instituted a new game reporting system for Spring 2008.  This will only be for submitting game reports that are needed to give details of any misconduct (yellow and red cards), games terminated, player pass or equipment issues, or issues with field safety.  Do not send in a game report if there were no problems in the game.  The game report is only for CBYSA games.

 

The on-line report cannot be submitted for pay purposes at this time.  Continue to send your blue cards to the referee assignor so that you can be paid for your games.

New Availability Form (March 21)

The referee availability form has been modified to make it easier to select specific options.  You will be asked to pick one of three availability options for each day of the week by clicking on the appropriate “radio button” next to the choice.  If you select “I CAN’T work part of this day,” you will then be asked to specify what time period(s) you can’t work.  The availability week begins on Saturday and ends on Friday.

 

The form also allows you to tell the assignor your comfort level for games you would like to work, both as a center referee and an assistant referee.  You will be able to select one from a list from Under 8 to Under 15 and higher.

 

As it was last fall, the link to the availability form is toward the bottom of the Referee Page.  Look for “Referee Availability Spring 2008.”

 

Goal Post Anchors (Nov 16)

Referees are reminded to check goal posts prior to each game for proper anchoring.  U8 goals must have one auger-type anchor on each side of the support structure for each goal.  U10 and above goal posts must have two anchors on each side.  If the goal posts do not have the proper number of anchors, or if they are not securely anchored to the ground, the game WILL NOT BE NOT BE PLAYED.  If you have suspended a game and the coaches decided to stay on that field and conduct a scrimmage, you WILL NOT stay to referee the scrimmage.  Turn in your referee report for pay.  Also notify Warren Lee immediately by phone or email regarding the unsafe field condition.

 

When you check the goal post anchors, DO NOT move the anchors or attempt to tighten them.  This is solely the responsibility of the Council Bluffs city crews.  If you find that any of the anchors is not providing adequate protection, do not play the game and notify Warren Lee or Mike Green immediately.  If the anchor fits snuggly over the pipe on the ground, that should be sufficient to prevent the goal from being blown over in a strong wind. 

 

 

Protecting the Goalkeeper (Aug 28)

Be especially watchful of play involving the goalkeeper in the U10 matches.  There are several new U10 teams this season, and this will be their first experience with goalkeepers in the game.  Remember that possession by the goalkeeper can be as little as having the ball pinned to the ground with a finger.  In your pre-game instructions to players it is a good idea to let them know you will not tolerate dangerous play around the goalkeeper.

 

Rule Change for Under 8 and Under 10 (Aug 18)

Beginning with the Fall 2007 season no slide tackling will be allowed in the Under 8 and Under 10 age groups. The restart in the Under 8 age group is a direct free kick to the opposing team at the spot of the infraction. For the Under 10 age group the restart is an indirect free kick at the spot of the infraction. The restart location for each age group is subject to the special circumstances noted in Law 8.
